Vacjackets and Foam Suits

A vacjacket is a straitjacket-like sleeve crafted in specially treated foam sheets.  The foam itself is soaked in a bonding agent, and aside from a hole above the navel, the jacket has no openings.  The foam is a breathable material, though its thickness would reduce the air flow.

As Team RWBY demonstrates, the soaked vacjacket is slipped up over their crossed arms and air is sucked out from the navel hole with the thickness of the material and the bonding agent ensuring that the jacket shrinks to a skintight seal.  The air is sucked out for five minutes, making it difficult to breathe through the nose, and as the bonding agent dries, their face often freezes as they take in deep breaths.  The foam jacket is surprisingly durable, though the jacket can be remove by soaking the wearer inside a special solvent.

This is not the first time Sebastian experimented with foam.  While it's difficult to determine if the same process was used, the material is applied skintight except for the face, which have holes over the eyes and mouth as senses and breathing would be heavily hampered.  There is also extra padding over the ankles and neck to protect them from twisting in case the wearer falls over, as arms seem to be bound inside the material.
